Ticket filter tweaks

I'll be tweaking how the ticket filters work in Traq 3.0.

Right now, some of the filters use ID numbers, like "status=1,2&component=4", I'll be changing this to "status=new,accepted&component=ticket+filters".

In 2.3 tickets are by default sorted by priority, I think this should be changed to update time cause when I go to the tickets page I want to see which of them were updated recently, not which are the most important.
I also think that if the user changes the sorting column this preference should be saved somewhere (cookies, db).

There could be the ability to save filters in order to use them for the future.
