Hi is there a possable workaround for the proc_open command in system/libraries/subversion.class.php

it seems that most shared hosting serves have blocked exec() as well as proc_open()

hier is a list of what the majority have been blocking lately:
system, show_source, exec, shell_exec, proc_open, passthru, set_time_limit, ini_restore, mysql_list_dbs, ini_alter, dl, pfsockopen, openlog, syslog, symlink, link, chgrp, leak, popen, escapeshellcmd, apache_child_terminate, apache_get_modules, apache_get_version, apache_getenv, apache_note, apache_setenv, virtual, mb_send_mail

that is quit a bit of useful stuff, but also security risks.

In order for the Subversion repository browser to work it needs to be able to interact with the CLI on the system, if there is no way to do that it won't be able to do anything.

If the host has disabled all functions that allow running commands, nothing can be done.

Someone, or yourself, could create a plugin that uses an API from a repository host to browse the repository. I would do this myself, but Traq 2.3 is the final release in the 2.x branch, meaning no new major features until 3.0 is released, as 3.0 is mainly just a conversion over to a proper MVC structure.
