Exactly what it sounds like.

When you create a new ticket and choose "Feature", you can choose for a bunch of predefined text or "template" to be loaded in that people can use to help make the ticket informative.

For example:

What makes this feature useful?

How does this feature fit in with the project?

How should this feature work?

Well...problem is when I'm creating ticked, I don't have the "Feature" to chose.

In the admin panel on the tickets page, edit the template for a ticket type, then on the new ticket page click on the "Type" dropdown and you'll see the available ticket types.

Okay, if I understood you right, when I will chose the ticket type with template, those text, will show up in the description?

Yes, the template gets loaded into the description field.

Have you edited the ticket template and added some text to it?

If so, make sure JavaScript is enabled in your browser.

Just downloaded Firefox, checked the settings, as they sayd the JavaScript is turned on. But anyway there's nothing loading in the field.
