New theme in 2.3.7

Traq 2.3.7 will feature a new theme called "Traq 2.3.7".

The original Traq 2.0 theme was bright blue and white, Traq 2.1 was dark blue and white.

They both looked... bad, in my opinion.

This new theme was created to give Traq a better, more professional look, and so far it seems to be doing just that.

When doing a new install of Traq 2.3.7+ the new theme will be used instead of the 2.1 theme, however if you're upgrading you will need to select it in the AdminCP, assuming I don't do a small upgrade step to do it automatically.

oooOOooOOoo, that new theme looks a ton times better than the original and revised Traq2 theme.

New theme looks better than the Traq2 theme. But, at the project page and tickets page, the menu items on the uppermost menu cannot be read unless the cursor on it. I tried on both Linux and Windows, results are the same. In my opinion, a little contrast give better results.

Now that is one long name to have. I've updated the template (for all themes) to only display the project name.
